Hello and welcome Friend,
As you have heard, EU is currently (on behalf of France) pushing revised firearms directive due to events in Paris.
This is put together hastily, and it is extremely dangerous. As a short executive summary:
- Ban of civilian ownership of semiautomatic weapons in EU member countries
- All permits have max 5 year duration, after that they have to be revised
- Signal and alarm weapons are included to firearms directive
- Common rules regarding markings on weapons and parts an deactivation
- Limitations to internet sales
- Align national databases and exchange of information
This means, that due to recent attacks in Paris, EU is coming after hunters and members of reserve, and private property of law abiding citizens due to the latest attacks. EU is demoting people from citizens to subjects and ensuring a gun free zone as a method of fighting terror - and we all know how well this usually works.
We created this thread as information distribution channel, please invite your fellow shooters here where we coordinate counter measures. Also follow and join http://www.firearmsunited.com/ in facebook for organized resistance. Your voice is needed now!
Our opponent is lobbying on EU-level, and all of our shooting organizations work on national level only. Therefore, we have no strong opposing force. That is why we are currently united under banner of Firearms United and coordinating the campaign from there. Additional information also available through there, though most members are busy as hell relaying information back and forth between national shooters organizations...
This proposal was put on the table officially on 19th of November - according to source: "The proposed draft was put on the table again from the French, wich, strong of 130 victims, said "this has to be done, now".
It was preliminarily approved by Ministers of Interior of each member country (including yours) but Finnish and Czech Ministers are opposing because it presents a clear and present threat to our national security. (Large reserve army who trains with semiautomatic firearms)
Now, it is time to act and put a stop to this. This has been a secret now, and perhaps members of your cabinet are not even aware of this, so act now:
Social media is awfully powerful tool - even the events of arab spring were ochestrated with social media, so curbing this proposal should not be that hard.
What should you do:
- First of all, this has been done in secrecy behind curtains. Spread information in your country among fellow shooters.
- Translate some of the material below, feel free to use the arguments provided by Finnish sports shooting organizations.
- Complain to EC: Here are some helpful arguments for you:
Note: use your own words and your native language. Copy-paste answers get rejected, apparently.
https://ec.europa.eu/transparency/regdo ... Id=3085376
- Instead of improving security, it creates a security vacuum in the countries which rely on active reserve therefore presenting a clear and present threat to national security.
- Endangers law-abiding citizens by banning firearms for self-defense and restricting blank firing guns and live-saving weapons;
- Eradicate a number of sport shooting disciplines and other legal pastimes;
- Is based politically coloured views of taskforce firearms, prepared without political transparency and last minute changes added as a knee-jerk reaction without proper impact assessment.
- Destroy the livelihood of hundreds of thousands of people who earn a decent living in the legal arms trade;
- Damage and destroy important historical artefacts held by collectors and museums;
- Destroy the beneficial activity of serious collectors who conserve historic arms;
- Take bureaucracy to a level that chokes trade and places costly burdens on governments;
- Bring about a huge financial burden on national budgets and to the taxpayers who have to pay for the wanton destruction of their own property;
- Divert badly-needed resources in the fight against organised crime towards pointless punitive action against potential victims of crime and terrorism;
Based on this, it is necessary to withdraw the proposal for proper impact assessment with experts from both sides (task force firearms and experts from sports shooting and hunting associations)
Do this as both private persons and through your national organizations.
- Contact your MEPs (member of european parliament) with letters and ask you fellow shooters and organizations to do the same.
- Have the organizations in your country lobby, and contact politicians.
- Contacts politicians directly.
- Propose for example EU-wide CCW as a solution (best defense is good offense!)
- Petition here: https://www.change.org/p/council-of-the ... m=whatsapp
The proposal as it stands now can not be allowed to enter to European Parliament. It must be changed before that! Thats a job for your politicians and you.
How this impacts and your country!
- EU is due to urgency decided to "abandon" its own laws: It is pushing for IMMEDIATE CONFISCATION WITHOUT COMPENSATION of private property, ie your firearms.
- National Security: If your country has a strong reserve - that will be disarmed. In Finland reserve is allowed to possess semiautomatic rifles and trains actively to maintain their skills.
- Measures to defend yourself are taken away from law abiding citizens. You shall be EU subjects. All hail EU!
- Legal firearms which are not confiscated become illegal firearms. Illegal firearms fall into hands of criminals and terrorists.
- Weapon collecting is banned.
- No more deactivated firearms
NOTE:
It seems that commission of EU did not do their job when they needed to the study for impacts of new firearm directive.
I haven't seen any study that they are relating on that directive proposal (banning semi auto firearms, 5 year limit to the licenses, banning deactivated full auto firearms, adding airsoft guns to the category C).
If you look at that amend to the directive section 3. It says such impact assessments have been done. There is no reference on that study like there is on the other issues like deactivating guns.
Section 3 last point says it all: "Due to of urgency of the proposal in the light of recent events, IT IS SUBMITTED WITHOUT AN IMPACT ASSESSMENT.
It is the base line of law making in EU that such assessment is done before the directive proposal is released to the public. On the other hand I found this document below dated 2012 which says:
7.5 However, a significant number of Member States consider the current situation to be, for the most part, satisfactory and/or do not propose any particular measures. Some, such as Italy, think that any change considered should take into account the principle of proportionality and whether there is a real need for an initiative at EU level.
So the commission is pushing this illegally.
http://eur-lex.europa.eu/legal-content/ ... 2012DC0415
[not a fact, but opinion of mine]:
There are many statements floating around from "confiscation without compensation" to "we are proposing to ban the acquisition of the most dangerous semi-automatic weapons by private persons. " which would indicate a ban of new weapons. However, the defination is really vague "most dangerous" meaning it could be anything semiautomatic.
Overall the proposal seems really dangerously vague - whether on purpose or due to incompetence.

New "revised" proposal is out from EU:
http://europa.eu/rapid/press-release_IP-15-6110_en.htm
The main elements of the proposed revision are:
-Stricter rules to ban certain semi-automatic firearms, which will not, under any circumstance, be allowed to be held by private persons, even if they have been permanently deactivated;
- 5 year limit on firearms permit
-Tighter rules on the online acquisition of firearms, to avoid the acquisition of firearms, key parts or ammunition through the Internet;
-EU common rules on marking of firearms to improve the traceability of weapons;
-Better exchange of information between Member States, for example on any refusal of authorisation to own a firearm decided by another national authority, and obligation to interconnect national registers of weapons;
-Common criteria concerning alarm weapons (e.g. distress flares and starter pistols)in order to prevent their transformation into fully functioning firearms;
-Stricter conditions for the circulation of deactivated firearms;
-Stricter conditions for collectors to limit the risk of sale to criminals.
This now becomes all hands on deck situation.

Ladies and gentlemen, the situation is far worse than anticipated, we are talking shit-tsunami here. Here's what we learned:
1- The proposed draft was put on the table again from the French, wich, strong of 130 victims, said "this has to be done, now". From what we learned, ALL the Internal Affairs representatives of the other EU countries voted YES, so whatever they are telling You now is probably a big load of bullshit.
2- The proposed changes could become law in LESS THAN 5 MONTHS, if there are other incidents even faster. If this amendments pass, the member states will have no choice but to conform to the directive.
According to our sources, in this case they're openly requesting IMMEDIATE CONFISCATION WITHOUT COMPENSATION

The "Pearl of Wisdom" is here.
Semi-automatic weapons represent a high share of today's hunting and sport-shooting weapons. However, the evaluation study concludes that some semi-automatic arms can be easily converted to automatic arms, and the existing Directive does not provide any technical criteria to prevent such conversion. However, even in the absence of conversion to category 'A', certain semi-automatic firearms can be very dangerous when their capacity regarding the number of rounds is high. The proposal bans the semi-automatic weapons which are included in the current category 'B7'.
This means: Ban of private ownership of semiautomatic firearms in EU.

Responding to a fed-up Italian who branded the EU’s unelected commissars “a special kind of stupid” for coming up with the plan, the com"mission’s social media team responded:
"This proposal alone will not tackle the threat, but it is an important part of the EU Agenda on security.A shared agenda that will achieve results in the fight against terrorism and cross-border crime only if all actors concerned do more to work better together, including Member States…"
26.11.2015:
Two Polish MEP's from ECR filed interpelations and asked these questions: does EC have any data indicating terrorist attacks made be people with semiauto gun rifle permit, does EC made proper evaluation on financial and administrtive side of amendmends, does EC made public consultations with sport shooter, hunters, collectors etc.
Czech Republic MEP speaks openly against the proposal:
No terrorist is going to get a firearms licence and buyers permit to get a legal gun, register it at the police and then commit a terror attack.
Thats why legally owned weapons are not used to commit terror attacks.
Terrorists can bring any weapons they need into Europe, because we criminally opened the Schengen border.
Restricting legal gun ownership, as proposed in the latest attempt by Mr. Juncker under the disquise of the war on terror, in truth only takes away freedom from law abiding people.
All you do by your powerlessness is make the terrorists lives easier. If you restrict legal gun ownership, you will not save even one victim. Because terrorists don't user legal guns.

According to the Italian Association of Manufacturers of Sporting Arms and Ammunition, the European Commission reopened the public consultation on the draft amending the firearms directive because they state that "the outcomes of the first petition were fraudolent". Apparently they received too many negative comments.
So we have to call to action people right in the next minutes. We need to address them here: https://ec.europa.eu/transparency/regdoc/…
According to our sources, we must drop the idea of a standardized letter, because otherwise they will claim "fraudolent" again and discard the results.

Also local politician with 700k followers shared the petition on his FB site.
Germany:
Getting organized, sending info to goverment, contacting national organization. Elections coming soon.
Czech Republic:
Royally pissed off. Voted against proposal with Finland. Lets ensure that they do not stand alone!
Slovakia:
Update on Slovakian situation - Most executive bodies, all MPs and MEPs and relevant parties addressed. massive lobbying gong on which I can not hint more about. press conference scheduled for thursday, launching national petition too. producers, retailers, ranges alerted.
Sweden: Hunters are concerned. We have no contacts...
Italy:
According to the Italian Association of Manufacturers of Sporting Arms and Ammunition, the European Commission reopened the public consultation on the draft amending the firearms directive because they state that "the outcomes of the first petition were fraudolent". Apparently they received too many negative comments.
So we have to call to action people right in the next minutes. We need to address them here: https://ec.europa.eu/transparency/regdoc/…
According to our sources, we must drop the idea of a standardized letter, because otherwise they will claim "fraudolent" again and discard the results.
It has to be done NOW.
France:
French customs are not letting Semiautomatic rifles or pump action shotguns into country.
Note: this is confirmed from single source only. Not a fact.
Spain:

Poland:
Getting organized, sending info to goverment, contacting national organization.
Good news:
"finally some good news from Poland, we have statement of Polish Ministry of Sport and Turism (secretary of state level) that he is against this directive as it will stop dynamic sport shooting and will take action to argument this position with our minister of interior. LET's GET THIS BALL ROLL'in"

Re: EU: Facts and Actions about new Weapons Ban
Who is behind this - where did this proposal come from?
EU Task force Firearms - details can be found from here - same as members.
http://ec.europa.eu/transparency/regexp ... oupID=2931
15 members, 2 experts.
Sarah Parker - google tells the following:
http://www.usnews.com/news/articles/201 ... ons-treaty
"Sarah Parker, senior researcher with the Switzerland-based Small Arms Survey and an adviser to the Australian delegation to the ATT talks..."
Apparently she is somehow related to "saferworld". This, seems to be peace organization.
Another member is Ernesto Savona - google found this:

Gentlemen, it appears we have been had.
Its a rather small club - consisting of rather anti-firearm kind of persons.
It seems that there is nobody who is actually into shooting sports.
Update:
Firearms United published an article regarding Fabio and his Taskforce - for your convenience:
